3.    More than half of all Japanese women are still single at thirty and live at home with their parents, so they don’t need to pay the rent or do household chores.  In fact, they enjoy their life to the fullest.  They are called “Parasite Singles.”  This term refers to single people in their 20s and 30s who live with their parents and enjoy a carefree life filled with the seeking of pleasure.
    “Parasite Singles” are just one of the increasingly serious problems Japan is facing.  With its dramatically declining birthrate, Japan is dealing with a more serious problem─an aging population and thus diminishing workforce.  As the population ages, Japan’s government needs to shoulder the responsibility of expanding its programs for the elderly like pension programs and nursing homes.  However, the fact that fewer people are working means less income taxes paid to the government and a smaller budget to support programs for the elderly.  Moreover, the gradually shrinking workforce will weaken the country’s economy.  And this may mean that Japan will lose its competitive edge.  What’s worse, some industries may even die out.
    Therefore, older Japanese are now being encouraged to work longer.  Japan’s government hopes to save its increasingly burdened pension system from going bankrupt this way.  In 2000, the Japanese workers could get a full pension from the government at sixty.  But by 2025, they won’t get any until they are sixty-five.  In addition, the taxes paid by workers every month are set to rise while the payouts they get after retirement will decrease.  To help workers cope with this, Japan passed a law that requires companies to raise their retirement age level from sixty to sixty-five by 2013 or rehire their retired workers.  However, there was much opposition to this new retirement law from corporations.  Besides, unlike the U.S., Japan has no law against discrimination based on age.  Thus violators of the new law will face only “administrative guidance,” not penalties.  Obviously, such resistance is hurting the effectiveness of the government’s new policies.
